Debbie Mackey is the Executive Officer for the Central Valley Clean Water Association, a non-profit organization of wastewater collection, treatment and recycling facilities in the Central Valley. Since 2007, she has represent CVCWA in regulatory matters and collaborative processes before the Central Valley Regional Water Board and the State Water Board. Through CVCWA, Debbie has helped organize and lead several collaborative studies with the CVCWA membership and multi-stakeholder efforts such as the Delta RMP and CV-SALTS. These efforts have provided scientific foundations for regulatory decisions impacting publicly owned treatment works (POTWs) and other regulated entities. Debbie is a licensed civil engineer in California and Nevada and has 38 years of experience in the water sector.
