Nichole Morgan became a board member with the California State Water Resources Control Board in June 2021. A civil engineer by trade, Nichole started working for the Water Boards in 2009, where she worked in various programs including Water Rights and managed the National Pollutant Discharge Elimination System (NPDES) program for the Central Valley Regional Water Quality Control Board. She eventually transitioned to working for board’s Division of Financial Assistance as an Assistant Deputy Director, where her primary responsibilities involved funding projects for drinking water, wastewater, stormwater and groundwater infrastructure improvements. Before her career with the Boards, she held positions at public agencies and engineering consulting firms in planning, designing and overseeing construction of drinking water, wastewater and recycled water treatment and conveyance facilities. She is the first Black woman to serve as a member of the State Water Board.
