Michael Flores is a senior utility management leader with more than 31 years of experience in the water and wastewater industry, specializing in infrastructure asset management, facility condition assessment, operations and maintenance, and capital program planning. He serves as HDR’s Asset Management Technical Leader and has become a trusted advisor to public agencies nationwide, recognized for developing and implementing comprehensive asset management programs, data-driven decision frameworks, and long-term capital investment strategies. Michael holds MS and BS degrees in Engineering from Harvey Mudd College and is a certified practitioner with the Institute of Asset Management.
