Mr. Carbert has a Master’s Degree in Civil and Environmental Engineering from U.C. Berkeley. His entire 20 year career has been devoted to public works, as both a consultant and a government agency employee. In April 2023, he joined the City of Hayward, where he currently manages sanitary sewer, drinking water, and recycled water projects. Most notably, he is currently managing the City’s $400 million upgrade to the City’s wastewater treatment plant focused on nutrient removal.
