My name is Romell Eutsey, and I serve as the Wastewater System Supervisor for the City of Pomona. I have worked in the water and wastewater industry for approximately eleven years, progressing from field operations to mid‑management. I currently hold a CWEA Collection System Maintenance Grade IV certification, and I am a full‑time student pursuing my Bachelor’s degree in Business Administration. I am deeply committed to this industry and grateful for the opportunity to serve our community, support our customers, and lead and mentor an exceptional team.
In my role with the City of Pomona, I oversee a wastewater collection system consisting of more than 320 miles of gravity sewer mains and over 6,300 sewer manholes. My work centers on protecting public health and safety, enhancing system performance, fostering team development, encouraging innovation, delivering excellent customer service, and managing infrastructure replacement in a cost‑effective and timely manner.
Throughout my career, I have focused on strengthening Pomona’s wastewater collection system through strategic budgeting, planning, and the recruitment of skilled and dedicated team members. I also played a key role in developing our ESRI‑based GIS system, which has significantly improved our operational efficiency and maintenance capabilities.
I hold an Associate of Science degree with distinction in Water Technology from San Bernardino Valley College. I currently serve as the Communications Director for SARBS of CWEA, Chair of the Kurt Brooks Scholarship, and a member of the SARBS Collection Committee.
At the 2026 CWEA Annual Conference, I look forward to presenting “Optimizing Gravity Main Cleaning with Data,” where I will discuss the application of data science and machine learning to collection system asset management and maintenance optimization within the City of Pomona.
