David Patzer is a risk control consultant, trainer, and co-founder of DKF Solutions Group, a California-based consulting and training firm serving wastewater, water, and public works agencies statewide. With more than two decades of experience working alongside public agencies, David specializes in helping utilities translate regulatory requirements into practical, defensible training programs and operational practices.
David works extensively with wastewater and collection system agencies on Cal/OSHA compliance, operator safety, and workforce development, with particular emphasis on documenting task- and equipment-specific training, strengthening injury and fatality prevention programs, and reducing exposure following incidents and regulatory investigations. His work frequently supports agencies facing increasing scrutiny related to confined space entry, sewer operations, equipment use, and emergency response.
In addition to consulting, David leads the development of hybrid training programs that combine instructor-led courses, on-demand learning, and practical application to support consistent, organization-wide training standards. He regularly presents to operators, supervisors, managers, and board members at industry conferences and workshops, focusing on actionable strategies agencies can implement to improve safety performance, compliance readiness, and organizational resilience.
